1. Change Your Region To USA
2. Go to setting-speech-English(USA)- (Needed to download it)
3. Go to setting-language-Add Language- English (united states)
4. Go to setting- Speech-Read Aloud Incoming Text Massege-Always On (optional)
5. Location-On
6. Restart Your Phone

 Now U can findout Cortana in menu or U can use search soft key
